Other parts of the Hebrew Bible which are IMO probably from the exilic or Persian period seem to know the Pentateuch or some form of proto-Pentateuch Without knowing what works you are referring to I am unable to think this one through. There is an interesting discussion by a 17th century Protestant in William Cave's Lives of the Apostles He holds that Peter was martyred in Rome but was not the First Pope.

The canon is by definition what the Christian community canonized. Whether they got it 'right' whatever 'right' means in this context is another matter.
