I think your approach concedes too much and dismisses the idea that some periscope may have traditions that go back to the historical Jesus. Therefore sometimes it is likely that the periscope do contain the sayings of Jesus. The settings for these sayings are more problematic and might be unlikely ...

I have looked again at Black’s An Aramaic Approach to the Gospels and Acts and he finds parallels with Old Testament texts such as Ps 37:11 and Is 61:1 (Mt 5:3-4), Is 61:3 (Mt 5:6, 12).
